Access Denied error pages when trying to access encapsulator

I developed a HTML5 app sometime back. I used to see an encapsulator for creating package for my HTML5 app. But I dont see this option now in Menu. Also, if I try to access any pages related to HTML5, it is saying I dont have access to that page. What is wrong? Where can I find that encapsulator
